Мария Габриел: Фондът за отбрана ще засили сигурността на ЕС
Европейският парламент проведе пленарен дебат с председателя на Комисията Жан-Клод Юнкер и представителя на Словашкото председателство Иван Корчок относно подготовката за срещата на Европейския съвет, насрочена за 15-16 декември в Брюксел. Съветът ще обсъди неотложни въпроси като миграцията, сигурността, икономиката, младежта, външните отношения и други.
Зам.-председателят на Групата на ЕНП в Европарламента Мария Габриел повдигна в изказването си три ключови въпроса: миграцията, сигурността и визите заУкрайна.
"В областта на миграцията бе направено не малко. Бяха положени основите на нов цялостен подход с ключов елемент партньорство. Приоритет за 2017 г. трябва да бъде и Планът за външни инвестиции в европейското съседство и в Африка, за да можем да се справим с основните причини за незаконните и неконтролирани миграционни потоци", наблегна Мария Габриел. В този контекст тя открои два основни момента. На първо място е нужно подобряване на икономическата среда за сработването на този план. От една страна,партньорите на ЕС трябва да осъществят необходимите реформи(по примера на Тунис), а от друга - партньорската рамка може бъде успешна,само ако държавите, които имат желание да работят с ЕС, действително го правят. Практически израз в това отношение са споразуменията за реадмисия.
Мария Габриел отбеляза и значителния прогрес по отношение на сигурността, давайки за пример създаването на Европейска гранична и брегова охрана, както и постигането на споразумение относно директивата за борба срещу тероризма. "С оглед на настоящите заплахи, пред които сме изправени, вътрешното и външното измерение са взаимносвързани. Нуждаем се от по-силна европейска отбрана. Комисията направи предложения, а сега топката е в държавите-членки - те трябва да претворят идеите, които повтаряме непрестанно, в дела", призовазам.-председателят на Групата на ЕНП.
Като докладчик на Европарламента за визовата либерализация за Украйна и Грузия, накрая Мария Габриел отправи призив към Комисията да бъде изпълнен ангажиментът на Европа за премахване на визите за украинските граждани. Към призива й се присъедини и комисарят по миграцията Аврамопулос, който настоя визовата либерализация да бъде завършена в най-кратки срокове, тъй като това е важно за украинските граждани и е от взаимна полза за ЕС и Украйна.

Enfin, entant que rapporteur pour le dossier de lib?ralisation du r?gime des visas pour l'Ukraine et la G?orgie, elle a interpel? la Commission encestermes : "ilest grand temps que l'Europetienneses engagements vis-?-vis l'exemption de visa pour l'Ukraine. Les crit?ressontremplis!". Le Commissaire Avramopoulos, en charge de la migration et des affaires int?rieures, a conclu le d?bat et f?licit? le Parlementeurop?en pour son travail pour aller au plus vite sur ce dossier. "La lib?ralisation des visas pour l'Ukrainedoit?trefinalis?e au plus vite. C'est important pour les citoyensukrainiens et au b?n?fice de l'UE et de l'Ukraine".

Strasbourg, 14 December 2016- Mariya Gabriel participated to a debate in plenary on the preparation of the meeting of the European Council on 15 and 16 December 2016. The European Council will discuss the most pressing issues, notably migration, security, economy and youth, and external relations. The President of the European Commission, Mister Juncker, as well as the representative of the Slovak Presidency of the European Council, Mister Korkoc, attended this debate.
In her introductory remarks, the Vice-President of the EPP Group noted that this last meeting of the heads of state and government in 2016 was the occasion to assess the overall assessment of the year, "a positive one", she underlined. However, it will also be an occasion to formulate forecasts for the next year. Mariya Gabriel has addressed three issues in her statement: migration, security and relations with Ukraine.
" A remarkable work has been accomplished on migration. The basis of a new approach - holistic and in partnership - was laid", underlined Gabriel. She mentioned the External Investment Plan for the neighbourhood and for Africa as a priority for 2017, "in order to effectively address the root causes of illegal and uncontrolled migration flows". In this context, she clarified two elements: "It's crucial that the economic environment improves in order to make the plan work. Our partners must conduct the necessary reforms, like Tunisia is currently doing. On the other hand, the partnership framework can only succeed with those countries who are willing to work with us -including on readmission agreements - and if the Member States effectively use the added value of the EU".
The Head of the Bulgarian Delegation of the EPP Group also mentioned the significant progress with regards to security, such as the establishment of the European Border and Coast Guard and an agreement on the anti-terrorism directive. "But in the light of the current threats, the internal dimension and the external dimensions are interlinked. We need a European defence! The Commission has made proposals, the ball is now in the court of the Member States to turn the countlessly repeated wishes into action", she underlined.
Finally, in her capacity as rapporteur for the visa liberalisation dossiers for Ukraine and Georgia, she questioned the Commission saying the following: "It's time that Europe fulfils its commitment with regards to the visa waiver for Ukraine. The criteria are met!". Commissioner Avramopoulos, responsible for migration and home affairs, concluded the debate and congratulated the European Parliament for its work to go faster on this file. "Visa liberalisation for Ukraine should be accomplished as soon as possible. It's important for the Ukrainian citizens and mutually benefitting for the EU and Ukraine.
