Due to Contradictory Legislation
Bosilegrad, Serbia, January 28 (BTA) - Bulgarian higher educational establishments have rejected 241 applicants for enrolment of Bulgarian nationality or members of Bulgarian communities abroad, said Bosilegrad Culture and Information Centre Ivan Nikolov.
The applicants were turned down because they hold dual foreign and Bulgarian citizenship or are permanently resident in Bulgaria, Nikolov explained. Thus, one in four applicants from abroad were denied enrolment, and only 778 of the 2,150 places reserved for expats were filled.
The problem concerns applicants from Serbia, North Macedonia, Albania, Kosovo, Ukraine and Moldova.
The reasons for the rejection are the definition of such persons in the Bulgarians Resident Outside the Republic of Bulgaria Act (being of Bulgarian origin, identifying themselves as Bulgarians, and long-term or permanent residents in the territory of another state) and an interpretation of Council of Ministers Decision No. 103 concerning holders of Bulgarian citizenship and permanent residents, Nikolov pointed out.
